What is the Portuguese "j~_r" phoneme supposed to represent?

What is the Portuguese j~_r phoneme supposed to represent? When I transliterate this X-Sampa symbol back to IPA, I get [j̃˔], and I don’t know how that is different from [ʝ̃], the nasalized voiced palatal fricative.

Similarly, I don’t know where the Portuguese phonemes r\ and r are used. Those are [ɹ] and [r] respectively, and Wikipedia’s page about the Portuguese phonology doesn’t say those are actual phonemes in Portuguese. What’s going on?

It’s supposed to be the palatal nasal consonant J. But they decided to change it to a raised nasalized palatal approximant for some reason.
I personally disagree with this change.
